NRCA welcomes new operations officer and program coordinators!

Kathy Harrell,
Chief Operations Officer

NRCA congratulates Ms. Katherine “Kathy” Harrell as the new Chief Operations Officer (COO). Ms. Harrell will oversee the NRCA administrative operations of finance, human resources, information technology, and facilities/transportation.
Ms. Harrell comes to us with over thirty years accounting and management experience with Orbital ATK, Alliant Techsystems & Hercules.  She is a graduate of Concord College with a bachelor’s degree in Accounting. 
The COO works with all NRCA programs in developing, executing, and monitoring operating budgets as well as overseeing other administrative functions.   Head Start is as example of one of the programs, working with the Director of Early Childhood and Family Services and her team in accordance with specific federal program and Virginia licensing standards.
Ms. Harrell will work with a seasoned professional staff supporting NRCA’s major administrative operations.  She looks forward to learning about our programs and how each one contributes something special to our communities. She is happy to be a part of the New River Community Action family and is excited about the opportunities to contribute to our success.

Casey Edmonds, Homeless and Housing Coordinator

NRCA also welcomes Ms. Casey Edmonds as the new Program Coordinator for its Homeless and Housing Programs.
Ms. Edmonds will be responsible for the overall operation of the NRCA’s Rapid Rehousing, Homeless Prevention, Housing Counseling and Renter Education services, ensuring program quality and compliance with funding regulations and policies.   Ms. Edmonds will also support the work of the New River Valley Housing Partnership, the local planning group for the Virginia Department of Housing and Community Development Housing and Urban Development Balance of State Continuum of Care.
Ms. Edmonds comes to NRCA with experience as a Housing Specialist with the Mount Rogers Community Services Board helping clients to obtain housing stability.  She holds a bachelor’s degree in Business with a focus on Project Management.  Her education and direct experience with helping those in need to secure housing made the NRCA Homeless and Housing Programs Coordinator position a perfect fit.  
Ms. Edmonds has expressed gratitude to previous and current program staff for developing excellent Homeless and Housing Programs services.  She hopes to continue to expand program opportunities in the New River Valley, including involvement with more community partners.

Cara DeAngelis, VITA Coordinator

New River Community Action welcomes back Ms. Cara DeAngelis as the new Coordinator for our Volunteer Income Tax Assistance (VITA) operations.  A familiar face at NRCA, Ms. DeAngelis served as NRCA’s Housing and Homeless Programs Coordinator a few years ago.
In her new position, Ms. DeAngelis manages NRCA’s VITA program to ensure quality services to the community and compliance with funding sources and IRS requirements.  As part of her duties, she will become a certified tax return preparer in Advanced Tax Law to review VITA income tax returns.  One of her biggest challenges is to recruit volunteer tax preparers following the retirement of several veteran volunteers.  
Ms. DeAngelis has a bachelor’s degree in Political Science and master’ degree in Public Administration.  She has worked in the public/nonprofit realm for almost 25 years serving as a VISTA volunteer with a nutrition and literacy program, an environmental education park ranger; an Information Specialist with the Pennsylvania Office of Attorney General to protect consumers, Executive Director for a Child Advocacy Center, and grant writer for nonprofits.
Ms. DeAngelis is excited about expanding the volunteer base of NRCA’s VITA program and increasing our community outreach and awareness of VITA and other NRCA programs.  She hopes to work with the three local colleges to integrate VITA certification into course curriculum and to utilize financial literacy materials to enhance the VITA experience for our clients.
